I was visiting family in Eagle Pass, TX and there was a casino called the lucky eagle casino ??? i thought all casinos were banned in Texas including Indian?

Hi I have been to lucky eagle casino witch I can tell you, There was no luck to be found. It was so hard to win on a slot machine and the bingo was a horrid experience. and now some of my family members want to go back. I have warned them that. Texas I believe doesn't have any regulatory board for casinos, and no guidelines for payout % and with the bad news of Isidro Garza Jr back in his day. This casino reeks. dose anyone know who regulates this casino? and if its technically in Texas or just over the boarder in Mexico can it even be regulated?
